International students are always considered special in plagiarism because of so many differences between their home country and the country they study presently. These differences can vary from culture to education system. Among them, culture is one of the most significant reasons. For example, Chinese have a very strong spirit of free sharing. Most cases, which is normal in Chinese spirit but may probably be judged as plagiarism in western countries, are beginning with the way they share intellectual properties. One thing should be noticed is that no one tends to get benefit or take advantages of it. Despite the different culture background, the different secondary education in homeland can also lead to the lack of academic rules in the foreign country. In China, using as much as the given materials directly to answer the question is always the best choice if you find the right part to use, while paraphrasing is regarded as a thief behavior. But it is totally different here-- paraphrasing becomes the right thing to do.
However, there is no need to highlight and pay that much attention on "international students". Actually no matter how much international students differ from native students, both of them basically plagiarize with the reason of the conflict between the laziness and poor time arrangement, and the academic pressure and the expectation for a higher grade. Also, always being reminded as a group which has a higher chance to plagiarize and carrying so much attention on the shoulder is still not an easy experience. International or not, plagiarism is a very serious issue in the U.S. so everyone should be paid equal attention and get enough education on it.
